Proportion of farm support spent directly on environmental outcomes.
Scotland spends around £700 million annually on support for farmers and crofters. Most of this money is distributed through area-based payments, which disproportionately benefit the largest landowners with few conditions attached. The Scottish Government’s own analysis has shown that these payments are ineffective.
The proportion of funding spent directly on environmental outcomes – through the Agri-Environment Climate Scheme (AECS) – has decreased over time to a very small proportion of the budget. In the most recent budget, AECS received only 3.6% of farm funding, a decline from 7.7% in 2017-18. In cash terms this was a fall from £55.1 million to £25.6 million.
