Revise the Scottish Biodiversity List of species and habitats that are considered of principal importance for biodiversity conservation in Scotland.
Objective 4: Protect and support the recovery of vulnerable and important species and habitats
Priority Action 20. Revise Scotland’s list of priority species and habitats for biodiversity conservation.
The revised Scottish Biodiversity List (SBL) was published in December 2025. It updates the list of species and habitats considered of principal importance for biodiversity conservation in Scotland, providing an updated evidence base to inform policy, planning, and conservation priorities.
The SBL is a key underpinning tool in Scottish biodiversity policy, used to guide decision-making, prioritisation, and reporting. Updating the list ensures that conservation priorities reflect current scientific evidence on species status and habitat importance. However, the list itself does not deliver ecological change. Outcomes depend on how it is applied in policy, land management, and funding decisions. As a result, ecological contribution is indirect and depends on implementation across other actions.
