Priority Action 11. Identify, expand and enhance Nature Networks and ecological connectivity
Nature Networks are now embedded in national planning policy through NPF4 and supported by NatureScot’s Nature Networks Framework, which sets out expectations for Local Authorities to integrate Nature Networks into Local Development Plans and wider spatial planning processes.
The framework is designed to ensure Nature Networks are considered through local and regional decision-making, particularly in planning, land use and biodiversity-related policies. This is being reinforced through guidance, engagement activity and ongoing work with planning authorities. In practice, promotion and uptake is happening mainly through planning system channels and advisory engagement rather than a dedicated implementation programme. Integration into Local Development Plans and regional decision-making is underway but remains uneven across Scotland, depending on local capacity and expertise.
While the policy direction is clear, practical application within local and regional decision-making is still at an early stage, and there is no consistent national evidence yet of fully embedded Nature Network decision-making across all Local Authorities.
Embedding Nature Networks in local and regional decision-making helps ensure habitat connectivity is considered in planning and land use, supporting species movement and ecosystem resilience at landscape scale. NatureScot guidance shows that integrating Nature Networks into Local Development Plans enables protection, restoration and creation of habitats through the planning system. However, ecological outcomes depend on capacity and funding for Local Authority biodiversity officers to apply this framework consistently in decision-making and development control. Overall, decision-making integration is key to delivering connectivity, but benefits depend on consistent application across all Local Authorities.

Undertake mapping of opportunities for creating Local Authority wide Nature Networks that connect locally important areas for biodiversity, provide linkages with 30 by 30 sites, and address local and regional priorities for climate and nature.
